9:00 am-10:00 am General Session: Understanding Insurance Services Office (ISO) and the FSRS – with Michael Morash, ISO Fire Suppression Rating Schedule (FSRS) - Understanding PPC Classifications- The objective of this portion of the program is to provide understanding of the potential classifications which a community can receive and how the available points are associated with each classification. The program will include information on Single Class 1-8, Class 9, Class 10 and 10W classifications. The purpose of split Class 9, X and Y ratings. ECC- brief discussion on the 10 points and what is needed. Fire Department- discussion on the 50-point item, Engine Companies, Ladder/Service, Deployment, Training Water Supply- The program will provide understanding of the forty points available in the water section of the rating process, specifically reviewing the thirty points that are available under the Credit for System Supply section and the appreciation of how this section is the largest single item reviewed within the Fire Suppression Rating Schedule (FSRS). We will also discuss how to obtain the remaining ten points of the water system evaluation, covering Hydrant Types and Inspections and Flow Testing Programs. Alternative Water, what is needed to get the credit and how is the credit applied. Community Risk Reduction (CRR)- the 5.5 points that are available. This section is three parts: Fire Inspection, Public Fire Safety Education and Fire Investigation. We will also review how of each of these sections and how a community can maximize points in each section. 10:00 am-10:30 am Break with Vendors - Limelight Ballroom 10:30 am-12:00 pm General Session – Dr. Robert Hilvers, Emergency Responders Health Center: ER-HC Advanced Firefighter Cardiac Screening – Toward the New Gold Standard - Coronary Heart Disease remains the greatest health threat facing active-duty firefighters. A career sidelining – or fatal – cardiac event may be the first indication of heart disease among outwardly healthy members. Conventional cardiac screening, based on routine blood tests and Exercise Stress Testing, may overlook high risk individuals. More sensitive screening is critical to detect and manage underlying conditions among at-risk, asymptomatic first responders. Join Rob Hilvers, MD, as he outlines an advanced cardiac screening regimen, based on patient age and other stratified risk factors. Dr. Hilvers will explore the research base for next-generation screening protocols, including pinpointed biomarker (blood chemistry) analysis and optimized CT and echocardiogram imaging. Dr. Hilvers will also preview the future of proactive cancer screening, addressing another leading cause of firefighter morbidity and mortality. In the effort to ensure consistency within, and pre-empt legal challenges against, these occupational health standards (and the fire jurisdictions that adopt them), the Association issued a “consolidation amendment” in 2023. This update to the NFPA-1582 2022 edition merges clinical recommendations for recruit candidates and incumbent members into a single set of uniform protocols. Join Rob Hilvers, MD, as he outlines potential implications of Decision 23-2 for new recruit screening and selection, as well as the health maintenance, retention, and career longevity of incumbent members. President); Josh Harvey, Lands Bureau Chief, Idaho Department of Lands; Mike Maltaverne, Teton County Fire Chief (Western Fire Chiefs Assn. Wildfire Policy Committee). Wildfires continue to be an increasing threat to Idaho's communities and landscapes. How effectively and efficiently Idaho Fire Departments can mobilize resources and respond to the threat, can determine our successes or failures as a response system. We will host a panel discussion around statewide mobilization of resources to include the Statewide Resource Response Plan, East Idaho Mutual Aid System as a best practice, and opportunities to build capacity with Type III IMT's. 6:00 pm Reception - Limelight Ballroom The theme will be Carnival Casual, food and drink stations, and competitive tournaments including Golf skills challenge, axe throwing, horseshoes and cornhole with prizes! Sunday, May 18 - Sun Valley Inn 8:00 am-10:30 Closing Chiefs Breakfast Current Topics in Firefighter Health, Performance & Longevity - Join the founder and medical director of Emergency Responders Health Center for a review of current research and recommendations to advance firefighter wellness, through an understanding of topics ranging from hormonal imbalances, barriers to restorative sleep, chronic stress impacts on physical and mental health, advances in substance abuse prevention and treatment, and more. Rob Hilvers, MD will support fire service leaders to overcome Healthcare Information Overload, in order to effectively incorporate emerging clinical data into workforce wellness programming.
